I have started thinking about a set of Modern rules, which
are more suited for Modern/SF.

Having never played in a PBEM, I don't really know what the
requirements are. As a matter of interest, what differs between
PBEM rules and tabletop rules?
Presumably combat and task resolution is kept very simple.
