Have you see Ars Magica? It uses the concept of Troupe play, where
everyone has multiple characters and you can change GM at various
points. The multiple character idea is so that you can have a
primary character (your wizard) and a number of lesser characters.

GMs can run different plotlines. Because of the long in-game time
frame, one GM could manage politics, another a small plot thread
that crops up every few years and another managing local events.

For a cyberpunk game, different GMs could manage different
corporations or organisations. Maybe one GM is always the 'Net'
for example.

The problem is keeping secrets from the players, whilst allowing
the GMs to share necessary information.
