Have you considered something that already exists, such as e23[1]?
It's part of SJ Games, so has reasonably good visibility, and they
sell PDFs, as well as having free downloads.

Obviously, they are not specifically Free Content orientated, and
they only sell stuff they like, but it may be an easy avenue towards
more publicity.
