At the very least it needs a character generator/management
interface to allow players to create their characters. This
could double as a character generator for the pen-and-paper
version.
It won't be so useful for campaign management. There will be
random village generators etc as part of it, which might be
useful, though probably won't be to the level of detail I'd
like for a pen-and-paper game.

It started life as a few PHP pages about a year ago, and
has evolved somewhat since then into a J2EE app, so it's
been new code all the way.
I'm hoping the new Google AJAX toolkit will be of some help,
since I'll need to add in some AJAX stuff at some point.
