That's a good idea, publishing PDFs through E23 and other PDF publishing
sites, such as RPG Now and Drive Thru RPG (I really hate that name
though) would help bolster the popularity of free content games. I'm not
sure what process is needed to get PDFs accepted by these companies but
I would imagine the FRPGC could work to help publishers do this.

I was also thinking more of hard-copy printing. For many roleplayers
the only point of contact is their FLGS and it would be handy to reach
these players.
